N. Eric Carnell, M.D.
Dr. Carnell has been practicing in Frederick since 1996. He is board certified by the American Board of Internal Medicine (ABIM) and the ABIM, Subspecialty of Endocrinology, Diabetes and Metabolism. He earned his medical degree from the University of Maryland in College Park Maryland in 1986. He had also received his B.S. degree and M.S. degree from University of Maryland in College Park. Dr. Carnell completed his residency training in Internal Medicine at the Department of Medicine at University of Maryland in Baltimore in 1989. He also received his fellowship training at the University of Maryland for Endocrinology from 1989 through1992.
Dr. Carnell is currently the Medical Director of the Diabetes Program and Wellness Center at Frederick Memorial Hospital.

After graduating summa cum laude from University of Maryland, College Park in 1982 with both a B.S. and M.S., Dr. Carnell attended the University of Maryland School of Medicine, graduating cum laude and with distinction in 1986 as a member of the Alpha Omega Alpha Medical Honor Society. Before moving to Frederick in 1996, Dr. Carnell was an Assistant Clinical Professor of Medicine in Endocrinology at the University of Maryland School of Medicine, helping to train future endocrinologists. Dr. Carnell maintains an active role in the community as Medical Director for the FMH Diabetes Program. As a member of FIMES, he specializes in diseases of the thyroid. He has been awarded fellowship status in the American College of Endocrinology (F.A.C.E.) and is one of the first endocrinologists in the country to begin using ultrasound in his clinical practice in 1992 and is one of the few endocrinologists in the country certified in ultrasound and ultrasound-guided biopsies of the neck (E.C.N.U.). He has personally performed more than 10,000 ultrasound exams of the thyroid and local lymph nodes and performs more than 15 ultrasound-guided fine-needle aspirations per week. He also has his Maryland license for the administration of radioactive iodine for thyroid therapy. He is an active member of The American Thyroid Association, The Endocrine Society, and the American Association of Clinical Endocrinologists.
Majd Hakim, M.D., F.A.C.E., E.N.C.U.
Dr. Hakim received her medical degree from Damascus University School of Medicine in 1992. For two years, she worked at the National Institute of Health in Bethesda, MD as research fellow before she started her residency. Dr Hakim completed her residency in Internal Medicine at Seton Hall University School of Graduate Medical Education in New Jersey in June 1999. She completed her Endocrinology Fellowship at George Washington University in Washington, DC in June 2001.
Dr. Hakim joined an endocrinology group in Rockville, MD from 2001 through 2003. Then she moved to Frederick to start her practice with Frederick Internal Medicine and Endocrinology Service. Dr Hakim is board certified in Endocrinology, Diabetes and Metabolism. She is also certified in ultrasound and ultrasound-guided biopsies of the neck (E.C.N.U.).
Dr Hakim’s major interest is treating thyroid disease, performing thyroid ultrasound, ultrasound-guided fine-needle aspirations and Ethanol Percutaneous Injection for the treatment of thyroid cysts. She is licensed for administration of radioactive iodine treatment for thyroid cancer and hyperthyroidism. Dr. Hakim’s other interest is treatmenting Diabetes and Obesity, analyzing continuous glucose monitoring studies, and managing patients on insulin pumps. Dr Hakim also interested in treating patients with other endocrine diseases like polycystic ovarian syndrome (PCO’S), Osteoporosis and Parathyroid disease.
Dr. Hakim is an active member of the Endocrine Society, the American Association of Clinical Endocrinologists and American Thyroid Association. She has been awarded fellowship status in the American College of Endocrinology (F.A.C.E.)
Wai Ping Angel Li, D.O.
Dr. "Angel" Li completed her undergraduate degree in Biological Sciences at the Cornell University, Ithaca, NY and graduated with research honors in 1998. She completed her medical degree at the New York College of Osteopathic Medicine, Old Westbury, NY in 2004 and received honors from the Psi Sigma Alpha National Osteopathic Honor Society. She then pursued her Internal Medicine residency training at the University of Medicine and Dentistry of New Jersey-Robert Wood Johnson University Hospital. Subsequently, she received her 3-year fellowship training in Diabetes, Endocrine and Metabolism at the National Institutes of Health, Bethesda, MD. Dr. Li is board certified in Endocrinology, Diabetes, and Metabolism as well as Internal Medicine. She is certified in Clinical Densitometry. She is an active member of the Endocrine Society, the American Association of Clinical Endocrinologists, American Thyroid Association, Christian Medical and Dental Associations and American College of Physicians. She has great interests in all Endocrine conditions and performs ultrasound guided-fine needle aspirations of the thyroid glands. She is also fluent in English and Chinese. Dr. Li and her husband reside in Maryland and in her spare time, she enjoys spending time with her family and friends, culinary arts and hiking.
Kathlleen Kissane, CRNP
Ms. Kissane is a Certified Registered Adult Nurse Practitioner and has been practicing since 1978. She completed her Masters of Science degree in Nursing 1987 at Catholic University of America. Ms. Kissane comes to our office with over 25 years in experience as a nurse partitioner specializing in Diabetes. She is currently a Certified Diabetic Educator and continues to help with Diabetic management and counseling here at Frederick Internal Medicine and Endocrinology Services.
